Has Anyone Heard Of This?

I was talking about our new courthouse they just built in our town and we were discussing the energy savings issue. In the course of the conversation, the guy I was talking to mentioned that the asphalt wasn't actually asphalt, but a water permeable surface that would last longer than normal pavement. Has anyone heard of this?

I think he was making stuff up just to mess with you. Kinda like trolls on the internet. But it could be possible. Not sure why it would be water permeable.
