You can camp anywhere at anytime, its just a question of gear. That said, I spend most of my time in CA so I can't say that I am very knowledgeable in the area of camping in the freezing cold. But people camp in all sorts of weather. I found this: Outdoor Action Guide to Winter Camping if that helps.
