I don't know what this means but I have seen it from several camp grounds a lot of times. Can anyone explain this feature that has been seen at the camp sites?

It sounds to me like it is a park that charges a fee. Instead of having someone collect the fees at the park, they have a collection box to put your fee into. It is an honor system.
I have not seen one here in Florida yet. The nearest thing I have seen is a park with a donation box.
There was something similar in NY that the local farmers used. It was called an Honesty Box though. They would have the food out with prices and you would pick out what you wanted and put the money in their box.
