Default Riding your horse in public areas.

I doubt anyone here would do this, but I was at a movie theater before and some guy on his fully grown horse decided to ride his horse on the side walk of the minimall that the theater was in. There were kids everywhere and people had to watch out for it because, the horse would freak out every now and then. The guy wouldn't leave. My father even yelled at the guy, but he didn't care. It was a dangerous situation I thought since people had to avoid being trampled.

It does sound as if the guy was a little bit rude. I would have had to call a policeman or someone with authority and had him removed. That really didn't sound like a safe thing to do at all. I wonder what he was thinking in doing that?

Sounds loco to me. They should have called the cops. We are allowed to ride in town, but we are also responsible and know what to do with a horse.

I use a horse at night when I don't have a designated driver and I go to the local watering hole.

LoL, now that is funny, something straight out of and old western! But not a bad idea if it is something you are able to do. Not sure if you could get a DUI on a horse or not and it would probably know how to get home on it's own, you wouldn't have to 'drive' it.

Most cops won't even bother unless you run into a gung ho rookie. The horse knows the way home. All you have to do is tell him to walk. You'll get there. And mine goes cross country so I'm only on the street for a few blocks. Police cars have a kind of hard time in an open field or in the middle of the woods. Yeehah!

But this was on the sidewalk of a mini-mall right in front of where the people buy tickets for the movie theater. There were a lot of people all around. The horse would get spooked and people would have to dodge it. That's not safe at all.

Generally speaking a horse will not step on anyone unless by accident. However, they will get skittish and cause a lot of damage in unfamiliar surroundings such as you give. The guy must not have been very experienced with horses or he had one trained by an urban police unit.

That guy was a wingnut trying to show everyone how cool he was. Bad footing, lots of people, loud noises and a recipe for disaster.
It is good to have a designated driver. These days though I have seen people drinking that were arrested on snowmobiles, riding lawnmovers and bicylces, and boats. If you have a Barney Fife type constable you could get in trouble.

Absolutely correct. And sidewalks are for pedestrians. Although some small argument could be made for the horse being a pedestrian, the guy wasn't walking the horse, he was riding it which makes it a vehicle of conveyance and therefore illegal for the sidewalk.
